A bit different today:
That defunct pedestrian bridge (since replaced) is presumably where the original photo was taken from.
Unless they’ve changed things since I lived there, the 9/11 light “towers” are shot off from the top at the parking garage the road goes under, rather than from ground zero itself.
The tunnel itself was a major defeat for Robet Moses, who wanted to build a monumental bridge instead connecting to the West Side Highway, destroying much of Battery Park for the bridge approach. This was protested (one of the first successful attempts to stop building highways at the expense of cities), and t he bridge was ultimately killed ostensibly due to risk of blocking access to Brooklyn Navy Yard. This was probably a bit of a dodge, since ships had to pass under the more limiting Brooklyn Bridge anyway:
